No. G.O. Ms. No. 92. - In exercise of the powers conferred by Sections 3 and 15 of the Andhra Pradesh Educational Institutions (Regulation of Admissions and Prohibition of Capitation Fee)Act, 1983, (Andhra Pradesh Act 5/1983) and in supersession of the Andhra Pradesh Private Minority (Aided/Un-Aided) Colleges of Education (Regulation of Admissions into B.Ed. Course through Common Entrance Test), Rules 2005 issued in G.O.Ms.No. 26, School Education (Trg -A. 1) Department, dated 3-2-2005 as subsequently amended and the Andhra Pradesh Colleges of Education (Regulation of Admissions into B.Ed Course through Common Entrance Test) Rules, 2005 issued in G.O.Ms.No. 27, School Education (Trg. A-1) Department, dated 03-2-2005 as subsequently amended, the Governor of Andhra Pradesh hereby makes the following Rules for admission into Colleges of Education imparting B.Ed. Course in the State.

1. Short title, applicability and commencement. - (i) These rules may be called the Andhra Pradesh Colleges of Education (Regulation of Admissions into B.Ed. Course through Common Entrance Test) Rules, 2006.

(ii) They shall apply to all Colleges of Education imparting B.Ed. Course in the State.

(iii) They shall come into force from Academic year 2006-2007.

2. Definitions. - (i) In these rules, unless the context to otherwise requires:

(a) "Act" means the Andhra Pradesh Educational Institutions (Regulation of Admissions and Prohibition of Capitation Fee) Act, 1983 (Andhra Pradesh Act No. 5 of 1983).

(b) "Admissions and Fee Regulatory Committee" means the Committee established and constituted by the Government for regulating the admissions and fixing the fees to be charged from candidates seeking admissions into the Un-Aided Minority and Non-Minority Colleges of Education herein after called AFRC.

(c) "Common Entrance Test" means Ed.CET/Ed.CET-AC, the examination conducted for assigning ranks or merit in order, to the candidates who appear for the said test, which will be that basis for admission of the candidates into the B.Ed. Course in the Colleges of Education in the State.

(d) "Competent Authority" means the Chairman, Andhra Pradesh State Council of Higher Education, Hyderabad.

(e) "Concerned Minority Institutions" means the Linguistic or Religious Minority Institution to which such a status is accorded the Government.

(f) "Convener of Ed.CET Admission" means the Authority/Officer nominated by the Competent Authority not below the rank of a Professor in the Department of Education of any State University for the conduct of Ed.CET and to make allotment of candidates for admission into B.Ed. Courses in all the Colleges of Education.

(g) "Convener of Ed.CET-AC Admissions" means a person nominated by the Association(s) of Un-Aided B.Ed., Colleges for selection and allotment of qualified candidates for admission.

(h) "Eligible Candidate" means the candidate who is eligible for admission as per the eligibility criteria prescribed in these Rules.

(i) "Government" means the State Government of Andhra Pradesh.

(j) "Inspecting Authority" means the Authority/Officer appointed by the AFRC for inspecting and scrutinizing the admissions of the candidates made in the Un-Aided Colleges of Education offering the B.Ed. Course.

(k) "Institutions" means, unless otherwise specifically mentioned, all the Colleges of Education imparting B.Ed. Course (including those detailed as State wide Institutions).

(l) "Minority Colleges of Education" means the institutions imparting the B.Ed. Course, established and administered by the concerned. Minority Organization and recognized by the Government as such.

(m) "Qualified candidate" means the candidate who has appeared for the Common Entrance Test EdCET/EdCET-AC, as the case may be, for admission into the related B.Ed. Course and has been assigned ranking in the Common Merit List as per Rule 5 of the Andhra Pradesh Conduct of Education Common Entrance Test for Admission into B.Ed., Course Rules, 2004 as subsequently amended.

(n) "Qualifying Examination" means the examination which entitles a candidate to seek admission into B.Ed. Course as prescribed in the Andhra Pradesh Conduct of Education Common Entrance Test for Admission into B.Ed., Course Rules, 2004.

(o) "Single Window System" means a system by which available seats in all the Institutions are offered through a Common Centralized. Counseling or Decentralized online Counseling procedure to the qualified candidates in the order of merit obtained in the Common Entrance Test.

(p) "State Council" means the Andhra Pradesh State Council of Higher Education, constituted under the Andhra Pradesh Council of Higher Education Act, 1988 (Andhra Pradesh Act No. 16 of 1988).

(q) "University" means the University as defined in the University Grants Commission Act, 1956.

(r) Words and expressions used but not defined in these Rules shall have the same meaning assigned to them in the Andhra Pradesh Educational Institutions (Regulation of Admission and Prohibition of Capitation Fee) Act, 1993. (Andhra Pradesh Act 5 of 1983) and in the Andhra Pradesh Conduct of Education Common Entrance Test for Admission into B.Ed. Course Rules, 2004.

3. Allotment of Seats: University/ Government/Private Aided Colleges of Education. - All the sanctioned intake of seats in B.Ed Courses in the University/Government/ Private Aided Colleges of Education shall be filled by the Convener, Ed.CET Admission. Such seats shall be allotted to the eligible candidates on the basis of rank obtained in Ed.CET by following the provisions of Rule 6 and Rules of Reservation as laid down in Rule 7 hereunder.

(i) Un-Aided Non-Minority and Minority Colleges of Education:

(a) The seats allotted in each Un-Aided Non-Minority and Minority Colleges of Education under these Rules for admission of candidates shall be classified as:

    (1) Category-A seats

    (2) Category-B seats

(b) The Category A seats shall be 80% of the sanctioned intake of seats in B.Ed Course in the Un-Aided Non-Minority/Minority Colleges of Education, which shall be filled with eligible candidates on the basis of rank obtained in Ed.CET/ Ed.CET-AC, as the case may be, following the provision of Rule 6 and Rules of Reservation laid down in Rule 7.

(c) The Category B Seats shall be 20% of the total sanctioned intake of seats in B.Ed. Course in respect of the Un-Aided Non-Minority and Minority Colleges of Education, which shall open for admission to all the eligible candidates on the basis of merit/rank obtained in on Ed.CET/Ed.CET-Ac as the case may be.

4. Eligibility Criteria for Admission. - The eligibility criteria for admission into B.Ed. Courses shall be as mentioned below:

(i) The candidate should be of Indian Nationality and should satisfy the Local/Non-Local status requirements as laid down in the Andhra Pradesh Educational Institutions (Regulation of admission) Order, 1974 as subsequently amended for admission into [Colleges of Education i.e., Aided, Un-aided, Government and University Colleges].

(ii) The candidates should have obtained a Degree from any University in Andhra Pradesh or a recognized University outside Andhra Pradesh for entry into B.Ed. Courses into University/ Government /Private Colleges.

[(iii) Candidates who have passed the qualifying examination i.e.,B.A./B.Sc./ B.Com/B.Sc. (Home Science)/BCA/ BBM with an aggregate of 50% of marks and above are alone eligible for admission into B.Ed., course. However, in case of SC/ST candidates a mere pass is sufficient;]

(vi) Candidates belonging to "OC" and "BC" Communities shall secure 35% marks (53/150) in Ed.CET/Ed.CET-AC to become eligible for admission. However there shall be no minimum qualifying marks in respect of SC/ST candidates and above are alone eligible for admission into B.Ed. Course. However, in case of SC/ST candidates a mere pass is sufficient.

(iv) Candidates possessing B.E./B.Tech./ M.B.B.S./Ag.B.Sc./B.V.S.C./ B.H.M.T./B. Pharmacy and such other professional and job Oriented Degree Courses like L.L.B. are not eligible for admission into B.Ed. Course. Candidates possessing a Master Degree without having undertaken Undergraduate study are not eligible for admission.

(v) Candidates should have obtained a rank either in Ed.CET or Ed.CET-AC conducted for the academic year concerned and should satisfy the eligibility qualifications prescribed as below for each Methodology.

Methodology

Eligibility

Mathematics

:

Candidates with B.A./B.Sc. with Mathematics as one of the group subjects and B.C.A. candidates with Mathematics at Intermediate level as a group subject.

Physical Sciences

:

Candidates with B.Sc., who have studied Physics and Chemistry or allied material sciences under Part-II group subjects and B.C.A. candidates with Physical Sciences (Physics and Chemistry) at Intermediate level as group subject.

Biological Sciences

:

Candidates with B.Sc. /B.Sc. (Home Science) who have studied Botany and Zoology or allied life sciences under Part-II group subjects and B.C.A. students with Biological Sciences at Intermediate level as group subject.

Social Studies

:

All candidates with B.A./B.Com/B.B.M/ B.C.A. students with Social Sciences at Intermediate level as group subject.

(vi) Candidate Belonging to "OC" and "BC" Communities shall secure 35% marks(53/150) in Ed. CET/Ed. CET-AC to become eligible for admission. However there shall be no minimum qualifying marks in respect of SC/ST candidates for allotment of seats under their own respective Categories and there shall be no minimum qualifying marks in respect of Women candidates who appeared for Mathematics/Physical Science subject for allotment of seat.

However, the candidates belonging to SC/ ST Communities, Women candidates who appeared for Mathematics/Physical Sciences, shall secure the minimum qualifying marks of 35% i.e. 53 marks out of 150 in the Ed.CET/Ed.ECT-AC to claim a seat under NCC/Sports and Games/Physically Handicapped/Children of Armed Personnel quota.

(vii) Candidates should have completed the age of 19 years as on 1st July of the academic year concerned.

(viii) The minority status of the students shall be decided as per orders issued in G.O.Ms.No. 57 School Education (Trg-A-1) Department dated 21-3-2006.

5. Method of Admission. - The general guidelines for the admission of candidates into the Colleges of Education offering B.Ed. Course shall be as follows:

(i) The admissions shall be made in the order of merit on the basis of the rank assigned in the Ed.CET/Ed.CET-AC and to the extent of sanctioned seats.

(ii) The percentage of candidates to be admitted in each Methodology (subject) in the University /Government/Private Institutions shall not exceed the limit prescribed by the Universities/ Government from time to time. The percentage of admissions into the four Methodologies shall be as follows:

(a) Mathematics Methodology

:

30%

(b) Physical Sciences Methodology

:

15%

(c) Biological Sciences Methodology

:

25%

(d) Social Studies Methodology

:

30%

(iii) The Methodology - wise percentages shall be followed strictly as prescribed above for all the seats either allotted by the Convener, Ed.CET/Ed.CET-AC, or filled by the managements under Category-B seats.

(iv) The admissions into all University/ Government/Private Aided/Private Un-Aided Colleges of Education shall be made through a single window system in the order of merit on the basis of rank assigned in Ed.CET/ Ed.CET-AC.

(v) All the seats in Un-Aided Minority/ Non-Minority Institutions offering B. Ed Course shall be filled as follows:-

(a) All the Category A seats shall be filled by the respective Institutions by admitting candidates as allotted by the Convener of Ed.CET/ Ed.CET-AC, as the case may be, depending upon the option exercised by Institutions as prescribed in the Andhra Pradesh Conduct of Education Common Entrance Test for Admission into B.Ed., Course Rules, 2004.

(b) All the Category-B seats shall be filled by the respective Institutions in the order of merit basis on the rank obtained in Ed.CET/Ed.CET-AC duly following the procedure laid down in Rule 6(iv) hereunder.

(c) The admission of the candidates made in the Un-Aided Non-Minority/Minority Colleges of Education shall be subject to scrutiny by the Inspecting Authority (I.A) appointed for the purpose.

6. Procedure of Admissions. - (i) Each Un-Aided [***] Institution which has opted for Ed.CET under the Andhra Pradesh Conduct of Education Common Entrance Test for Admission into B.Ed., Course Rules, 2004 shall indicate in writing to the AFRC within the cutoff date specified by it, as to whether the college would admit students through the single window system to be operated by the Convener of Ed.CET admissions (Ed.CET Window) or the Convener of Ed.CET-AC Admissions (Ed.CET-AC Window).

(ii) For the purpose of admissions, all the Institutions shall be devided into three groups viz.,

(1) Single Window-I: Institutions opting for Single Window System operated by the Convener of Ed. CET admissions from Ed.CET rank holders.

(2) Single Window-II: Institutions opting for Single Window System operated by the Convener of Ed.CET-AC admissions from Ed.CET rank holders.

(3) Single Window-Ill: Institutions opting for Single Window System operated by the Convener of Ed.CET-AC admissions from Ed.CET rank holders.

(iii) The procedure for admission of candidates to the single windows operated by the Convener of Ed.CET and Ed.CET-AC shall be as follows:-

(a) Procedure to fill up the seats through S.W. 1:

    (i) 100% seats in case of University Colleges, Government Colleges and Aided Colleges.

    (ii) Category-A seats (80% in Un-Aided Non-Minority Institutions) which opted for Ed.CET Window.

    (iii) Category-A seats (80% in Un-Aided Minority Institutions) which did not opt for S.W. II and S.W. III.

      (1) A Committee for Ed. CET Admission shall be constituted by the Competent Authority with the following members to advise the Convener of Ed.CET admissions, in the matters relating to admissions and on such other matters necessary for the smooth conduct of admissions.

        (A) Chairman of the Andhra Pradesh State Council of Higher Education (Chairman)

        (B) Secretary of the Andhra Pradesh State Council of Higher Education.

        (C) Convener of the Ed.CET Admissions (Member Convener).

        (D) Professor in-Charge of Computer/ On-Line systems in admission camp.

        (E) Two representatives of Universities as nominated by the State Council.

        (F) Three representatives of the Private Un-Aided Colleges of Education as nominated by the State Council.

        (G) Commissioner/Director of School Education or his nominee.

        (H) One Special Invitee nominated by the State Council.

      (2) The Convenor of Ed.CET Admissions shall collect rank lists of the qualified candidates of Ed.CET prepared by the Convenor of Ed.CET, as per the Andhra Pradesh Conduct of Education Common Entrance Test for Admission into B.Ed., Course Rules, 2004.

      (3) The Convenor of the Ed.CET Admissions shall prepare and notify the schedule for admissions, venue, timings and all other necessary details in at least three leading Newspapers one each in Telugu, Urdu and English, at least 7 days before the commencement of counselling. The decision of the Committee for the Ed.CET Admissions shall be final in issuing notification, the schedule and procedure of Counseling.

      (4) The Convenor of the Ed.CET Admissions shall adopt computerized Single Window system of Counseling by following centralized or decentralized On-Line Counseling at various centres for the convenience of the candidates and shall prepare the seat matrix of University/ Govt.Aided/Un-Aided Non-Minority Colleges of Education/Un-Aided Minority Colleges which opted for S.W. -1. He shall make all the necessary arrangements for securing manpower, admission venue, drawing scrutiny Officers from other departments, fee collection, networking, facilities for On-line Counseling at various centres, mobilization of software etc., in consultation with the Admission Committee.

      (5) No management of the Un-Aided College of Education shall issue notification and call for applications for admission separately or individually.

      (6) The candidates shall be called for counseling and provisional allotment of Courses/Institutions shall be made in the order of merit assigned at the Ed. CET by following the Rules of Reservation as per Rule 7 here under and G.O.Ms. No. 550, Higher Education Department dated 30-7-2001 wherever applicable and such allotment is only provisional:

Provided that in respect of Minority Colleges of Education seats shall be allotted only to the eligible candidates belonging to the concerned Minority Community only.

      (7) The selection of candidates and allotment of methodology/ Institutions shall be done only on the basis of merit as adjudged by the rank obtained in the Ed.CET subject to the condition that the candidate should [satisfy the eligibility criteria prescribed under Rule 4].

However, mere-appearance at the Entrance Test and securing rank in the merit list does not entitle a candidate to be considered for admission automatically into any Methodology/Institution unless he/she also satisfies the rules and regulations of admission prescribed by the concerned University/Government including the prescribed percentage of marks to be obtained in the qualifying examination.

      (8) Subject to the provisions of sub-clause (10) below, once a candidate secure admission to a particular College/Institution based on his/ her option, no more claim for admission into other Colleges or to any other kind of seat be entertained during the phase of admissions in which he/she obtained the admission.

      (9) The candidates admitted into Un-Aided Non-Minority/Minority Colleges of Education shall pay at the time of admission the fees payable as prescribed by the AFRC. However, in respect of SC/ST students to whom the Government reimburses the Tuition Fee, shall be admitted without insisting on spot payment of Tuition Fee.

      (10) Sliding shall be permissible within the Single Window operated by the Convener Ed.CET Admissions and the Convener of Ed.CET-AC Admissions in case of Un-Aided Non-Minority/Minority Institutions that have opted for Ed.CET and Ed.CET-AC window respectively.

      (11) During the admission process through single window system, the qualified candidates of Ed.CET shall not be eligible for admission into the colleges which have opted for Ed.CET-AC on the basis of their rank in Ed.CET and vice-versa. [The Convenor, Ed.CET shall conduct the counseling in phases if required till the last rank of Ed.CET. For filling up the left over seats of minority institutions, if any, the Convenor, Ed.CET shall conduct admissions through counseling process on a date and time fixed in advance by giving adequate publicity in the press and finalise the admissions.]

      (12) Each private Un-Aided Non-Minority/Minority Institutions shall obtained ratification from the Competent Authority for all the admissions conducted by the Institution.

      (13) The Convener of the Ed.CET admissions shall prepare the final list of the candidates admitted Methodology-wise and Institution-wise and send the lists to the concerned Universities, Institutions and the AFRC.

      (14) The Competent Authority in consultation with the Convener of Ed.CET Admissions shall fix the cut-off dates for each stage of admissions.

      (15) All the candidates called for counseling shall produce the specified Original documents along with duly attested photocopies of the Original documents and the Convener of Ed.CET admissions shall be entitled to cause verification of all the documents produced by the candidates.

(b) Procedure to fill up the seats through S.W.II: Category-A seats (80%) in Un-Aided [***] Colleges of Education which have opted for Ed.CET and admissions through Ed.CET-AC Window.

    (1) A Committee for Ed.CET-AC Admission shall be constituted by the Association(s) of Colleges of Education to advise the Convener of the Ed.CET-AC Admissions, in the matters relating to admission and on such other matter necessary for the smooth conduct of admissions. The formation of such a committee shall be informed to the AFRC and the Competent Authority by the Convener of Ed.CET-AC.

    (2) The Convener of Ed.CET-AC of Admissions shall collect rank lists of the qualified candidates of Ed. CET prepared by the Convener of the Ed.CET, as per the Andhra Pradesh conduct of Education Common Entrance Test for Admission into B.Ed., Course Rules, 2004.

    (3) The Convener of Ed.CET-AC Admissions shall prepare and notify the schedule for admissions, venue, timings and all other necessary details in at least three leading newspapers one each in Telugu, Urdu and English, at least 7 days before the commencement of counseling. The decision of the Committee for Ed.CET-A Admissions shall be final in issuing notification, the schedule and procedure of counseling.

    (4) The Convener of Ed.CET-AC Admissions shall adopt computerized Single Window system of Counseling either by following centralized or decentralized On-line Counseling at various centres for the convenience of the candidates and shall prepare the seat matrix of Un-Aided Non-Minority Colleges of Education. He shall make all the necessary arrangements for securing manpower, admission venue, drawing scrutiny officers from other departments, fee collection, networking, facilities for On-line Counseling at various centres, mobilization of software etc., in consultation with the Admission Committee.

    (5) No Management of Un-Aided Colleges of Education shall issue notification and call for applications for admission separately or individually.

    (6) candidates shall be called for counseling and provisional allotment of Courses/Institutions shall be made in the order of merit based on the rank assigned in Ed.CET by following the Rules of Reservation as per Rule 7 hereunder and such allotment is only provisional [A Government functionary nominated by the Competent Authority shall be present at Centralized Counseling Centre or at each online decentralized counseling centres as the case may be Admissions finalized in the absence of Government functionary shall be void]:

Provided that in respect of Minority Colleges of Education seats shall be allotted only to the eligible candidates belonging to the concerned Minority.

    (7) The allotment of candidates and allotment of Methodology/ Institutions shall be done only on the basis of merit as adjudged by the rank obtained in Ed.CET subject to the condition that the candidate should [satisfy the eligibility criteria prescribed under Rule 4]. Further, mere appearance at the Entrance Test and obtaining a rank in the merit list does not entitle a candidate to be considered for admission automatically into any Methodology/Institution unless he/she also satisfies the rules and regulations of admission prescribed by the concerned University / Government including the percentage of marks to be secured in the qualifying examination.

    (8) Subject to the provisions of sub-clause (10) below, once a candidate secures admission in to a particular College/Institution based on his/her option, no more claim for admission into any other college or to any other kind of seat be entertained during the phase of admissions in which he/she obtained the admission.

    (9) The candidate admitted into Un-Aided [***] Colleges of Education shall pay at the time of admission the fees payable as prescribed by the AFRC.

    (10) Sliding shall be permissible within the Single Window operated by the Convener, Ed.CET and the convener, Ed.CET-AC Admissions in case of Un-Aided [***] Institutions that have opted for Ed.CET and Ed.CET-AC Window respectively.

    [(10-A) The Convenor, Ed.CET-AC Admissions shall conduct the counseling in phases if required till the last rank of Ed.CET. The Convenor, Ed.CET-AC Admissions shall fill the left over seats of the un-aided Colleges in the presence of a Government nominee by following rule of reservation through counseling process, in case the seats in minority colleges are to be filled up with non-minority candidates.]

    (11) Each private Un-Aided [***] Institution shall obtain ratification from the Competent Authority for admissions in respect of Category-A seats.

    (12) The Convenor of Ed.CET-AC Admissions shall prepare the final list of candidates, admitted Methodology-wise and Institution-wise and send the same to concerned Universities, Institutions, the AFRC and the APSCHE.

    (13) The Competent Authority in consultation with the Convener of Ed.AC Admission shall fix the cut off dates for each phase of admissions.

    (14) All the candidates called for counseling shall produce the specified Original documents along with duly attested photocopies of the Original Documents and the Convener of Ed.CET-AC Admissions shall be entitled to cause verification of all the documents produced by the candidates.

(c) Procedure to fill up the seats through S.W.III : category-A seats (80%) in Un-Aided Minority and Non-Minority Institutions who opted for Ed.CET-AC.

    (1) A Committee for Ed.CET-AC Admission shall be constituted by the Association(s) of Colleges of Education to advise the Convener of the Ed.CET-AC Admissions, in the matters relating to admissions and on such other matters necessary for the smooth conduct of admissions. The formation of such a Committee shall be informed to the AFRC and the Competent Authority by the Convener of Ed.CET-AC.

    (2) The Convener of Ed.CET-AC Admissions shall collect Rank lists of the qualified candidates of Ed.CET-AC prepared by the Convener of Ed.CET-AC, the Andhra Pradesh Conduct of Education Common Entrance Test for Admission into B.Ed., Course Rules, 2004.

    (3) The Convener of Ed.CET-AC Admissions shall prepare and notify the schedule for admissions, venue, timings and all other necessary details in at least three leading Newspapers one each in Telugu, Urdu and English at least 7 days before the commencement of Counseling. The decision of the Committee for Ed.CET-AC Admissions shall be final in issuing notification, the schedule and procedure of Counseling.

Provided that in respect of Minority Colleges of Education seats shall be allotted only to the eligible candidates belonging to the concerned Minority.

    (11) During admissions through single Window system, the qualified candidates of Ed. CET shall not be eligible for admission into the colleges that have opted for Ed.CET-AC on the basis of their rank in Ed.CET and vice-versa.

    (12) Each private Un-Aided Non-Minority/Minority Institutions shall obtain ratification from the competent authority for all the admissions conducted by the Institution.

    (13) The Convener of Ed.CET-AC Admissions shall prepare the final list of candidates, admitted Methodology-wise and Institution-wise and send the same to Concerned Universities, Institutions, the AFRC and APSCHE.

    (14) The Competent Authority in consultation with the Committee of Ed.CET-AC Admission shall fix the cut off dates for each phase of admissions.

    (15) All the candidates called for counseling shall produce the specified Original documents along with duly attested photocopies and the Convener of Ed.CET-AC Admissions shall be entitled to cause verification of all the documents produced by the candidates.

(iv) Procedure to fill up seats under Category-B (20%) seats in Un-Aided Non-Minority/Minority Institutions:

(1) The Institution shall notify all the details of seats available under this Category and conduct the admissions in a fair and transparent manner.

[(2) The Competent Authority shall fix a cut off date for filling up the seats in all the Colleges of Education. The list of candidates admitted with all the details shall be submitted by all the Colleges of Education to the Competent Authority for approval well before the commencement of the course. The Competent Authority shall scrutinize all the admissions made and give approval for the admissions made in accordance with the rules well before the commencement of the course to avoid hardship to the students. Managements shall not conduct classes with the students whose admissions are not approved by the Competent Authority.]

(3) After scrutiny, the Competent Authority shall send the ratified list of candidates admitted under Category-B seats by the Institution to the University concerned and to the respective Institutions.

7. Rules of Reservation for admission. - (i) All the seats in the University Colleges/ Government/Aided Colleges and Category-A seats in Un-Aided Non-Minority/Minority Colleges of Education shall be reserved to the following categories.

Region-wise reservation of seats. - Admission to 85% of the seats shall be reserved in each Methodology for the local candidates and the remaining 15% of the seats shall be Un-reserved seats as specified in the Andhra Pradesh Educational Institutions (Regulations and Admissions) Order, 1974 as subsequently amended.

Explanation. - For purpose of these rules:- (A) Local Areas means:

(1) The part of the State comprising the districts of Adilabad, Hyderabad (including Twin Cities) Ranga Reddy, Karimnagar, Khammam, Medak, Mahaboobnagar, Nalgonda, Nizamabad and Warangal shall be regarded as the Local Area for the purpose of admission to Osmania University, Kakatiya University and Telangana University and to any other Educational Institutions (other than a State-wise University or Statewide Educational Institution) which is subject to the control of the State Government and is situated in that part.

(2) The part of the State comprising the districts of Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur and Prakasam shall regarded as the Local Area for the purpose of Admission to Andhra University, Acharya Nagarjuna University and Adikavi Nannaya University and to any other Educational Institutions (other than a State-wise University or State-wide Educational Institution) which is subject to the control of the State Government and is situated in that part.

(3) The part of the State comprising the districts of Anantapur, Kumool, Chittoor, Cuddapah and Nellore shall regarded as the Local Area.

(2) Candidates who have resided in the State for a total period of 10 years excluding periods of study outside the State or either of whose parents have resided in the State for a total period of ten years excluding period of employment outside the State.

(3) Candidates who are children of parents who are in the employment of this State or Central Government, Public Sector Corporations, Local Bodies, Universities and other similar Quasi-Public Institutions, within the State.

(4) Candidates who are spouses of those in the employment of the State or Central Government, Public Sector Corporations, Local Bodies, Universities and Educational Institutions recognized by the Government or University OR other competent authority and similar Quasi Government Institutions within the State.

(D) If local candidate in respect of a local area is not available to fill any seat reserved or allocated in favour of local candidate in respect of that local area, such seat shall be filled if it had not been reserved.

Note. - For details, see the Andhra Pradesh Educational Institutions (Regulations of Admission) Order, 1974 as subsequently amended.

(ii) All seats in University Colleges/ Government Colleges/Aided Colleges and Category-A seats in Un-Aided Non-Minority Institutions offering B.Ed. Course shall be reserved in favour of SC/ST/BC as follows:

(a) 15% of seats in each Course in each Institution shall be reserved for the candidates belonging to Scheduled Castes.

(b) 6% of seats in each Course in each Institution shall be reserved for the candidates belonging to the Scheduled Tribes. The seats reserved for Scheduled Tribes shall be made available to Scheduled Castes and Vice-Versa, if qualified candidates are not available in the Category. If qualified candidate belonging to Scheduled Castes and Scheduled Tribes Communities are not available the left over seats reserved, for them shall be treated as Un-reserved seats and shall be filled by the candidates of General pool.

(c) 25% of seats in each Course in each Institution shall be reserved for the candidates belonging to the Backward Classes and shall be allocated among the four groups of Backward Classes as shown below:

If qualified candidates belonging to Backward Class of a particular group are not available, the leftover seats can be adjusted for the candidates of next group. If qualified candidates belonging to Backward Classes are not available to fill up the 25% seats reserved for them, the left over seats shall be treated as Un-reserved and shall be filled up with candidates of General pool.

(d) No candidates seeking reservation for admission under the above Categories be allowed to participate in the counselling for admission unless he produces the Integrated Community certificate prescribed by the Govt., and issued by the Revenue Authorities in for the purpose of admission to Sri Venkateswara University, Sri Krishnadevaraya University and Yogi Vemana University and to any other Educational Institutions (other than a State-wise University or State-wide Educational Institution) which is subject to the control of the State Government and is situated in that part.

(B) Local Candidate means:

(1) A candidate for admission shall be regarded as a local candidate in relation to a local area.

    (a) If he/she has studied in Educational Institution or Educational Institutions in such local area for a period of not less than four consecutive academic years ending with the academic year in which he/she appeared or as the case may be, first appeared in the relevant qualifying examination, or '

    (b) Where, during the whole or any part of the four consecutive academic years ending with the academic year in which he/she appeared or, as the case may be, first appeared for the relevant qualifying examination, he/she has not studied in any educational Institutions, If he/she has resided in that local area for a period of not less than four years immediately preceding the date of commencement of the relevant qualifying examination in which he/she appeared or, as the case may be, first appeared.

(2) A candidate for admission to the Course who is not regarded as a local candidate under-clause (1) in relation to any local area shall,

    (a) If he has studied in Educational Institutions in the State for a period of not less than seven consecutive academic years ending with the academic year in which he/she appeared or, as the case may be, first appeared for the relevant qualifying examination be regarded as a local candidate in relation to,

      (i) Such local area where he / she has studied for the maximum period out of said period of seven years, or

      (ii) Where the period of he/her study in two or more local areas are equal, such local area, where he/ she has studied last in such equal period, or

    (b) If, during the whole or any part of seven consecutive academic years ending with the academic year in which he/she appeared or, as the case may be, first appeared for the relevant qualifying examination, he/she has not studied in the educational Institutions in any local area, but has resided in the State during the whole of the said period of seven years, be regard as a local candidate in relation to

      (iii) such local area where he/she has resided for the maximum period out of the said period of seven years, or

      (iv) Where the periods of his/her residence in two or more local areas are equal, such local area where he/she has resided last in such equal periods.

(C) The following Categories of candidates are eligible to apply for admission to the remaining 15% of Un-reserved seats:

(1) All the candidates eligible to be declared as local candidates, the Government (Vide G.O.Ms.No. 58, Social Welfare (1), Dept., Dated 12-5-1997)

    (iii) The following reservation in admission shall be applicable to University Colleges/Government Colleges/Aided Colleges/Private Un-Aided Non-Minority

Institutions offering B.Ed. Course in respect of A Seats in accordance with the consensus arrived at between Private Un-Aided Non-Minority Institutions and the Government.

      (a) Seats shall also be reserved in each Methodology of an Institution, for the following Categories, to the extent indicated against them.

        (i) Physically Handicapped (PH) -There shall be 3% (three percent) Horizontal reservation in each Category (OC, BC, SC, ST) for Visually Handicapped/hearing impaired/Orthopaedically Handicapped (each 1%) (one percent).

        (ii) Children of Armed Forces Personnel (CAP) - There shall be 2% (two percent) Horizontal reservation for the children of armed persons i.e. Ex-Servicemen, Defence Personnel including the Children of Border Security Force and the Central Reserve Police Force residing in Andhra Pradesh for a minimum period of 5 years.

After exhausting all the Children of Armed Personnel, the unfilled seats shall be allotted to Ex-Servicemen on merit and if any seats are still available, and the spouses of serving defence personal shall be considered in the order of merit,

        (iii) National Cadet Corps (NCC) -There shall be 1% (one percent) reservation for National Cadet Corps candidates.

        (iv) Sports and Games (SP) - There shall be 1/2% (half percent) reservation for Sports and Games candidates:

Provided if qualified candidates belonging to CAP/NCC/SP Categories are not available, the left over seats shall be filled up with candidates for general pool of the same local area.

Note. - The candidates claiming reservation benefits under the above Categories shall produce Original documents in support of their claim to the Convener of Admissions and the Convener of Admissions shall be entitled to refer the Original documents of the candidates claiming reservation for scrutiny and confirmation, to the following authorities.

        (i) NCC

        -

        The Director of NCC, Andhra Pradesh

        (ii) Sports

        -

        The Vice-Chairman and Managing Director, Sports & Games Authority of Andhra Pradesh (SAAP)

        (iii) Physically Handicapped

        -

        The Director, Medical & Health Services, A. P.

        (iv) CAP

        -

        The Director, Sainik Welfare Board, A.P.

    (b) The priorities in respect of the special Categories mentioned above shall be in accordance with Government Orders issued from time to time.

(iv) Reservation for Women. - There shall be a reservation of 33 ⅓ % of seats in favour of Women candidates in each Methodology and in each category (OC/SC/ ST/BC/PH/NCC/CAP)/Sports).

The above reservation shall not be applicable if women candidates selected on merit in each Category exceeds 33 ⅓ % -

If sufficient number of women candidates are not available in the respective Categories those seats shall be filled up with the men candidates of the same Category.

8. Reservation of seats for In-Service Candidates/Candidates sponsored by other State Governments/Union Territories. - (a) Ten seats in each Government Institute of Advanced Study in Education/ Government Colleges of Teacher Education shall be reserved for Section Officers, and other Non-Gazetted Officials including Record Assistants and Attenders working in the Education Department of Andhra Pradesh Secretariat as Permitted by the Government and Ministerial Staff including the Record Assistants and Attenders working in the Officers under the Control of the Director of School of Education and the Ministerial Staff including Record Assistants and Attenders working in the recognised Non-Government Institutions like the Zilla Parishads, Mandal Parishads, Municipalities, Private Institutions under the Administrative Control of the Director of School Education, Andhra Pradesh, Hyderabad as permitted by the Director of School Education. Their selection for admission will be made by the Director of School Education purely on the basis of rank assigned in the Common Entrance Test. If sufficient number of candidates are not available under this quota they may be filled in by the candidates from the general pool.

(b) Five seats over and above intake capacity shall be reserved for the candidates sponsored by other State Governments and Union Territories for admission into all Government Colleges of Education in the State and as approved by the Commissioner and Director of School Education, Andhra Pradesh, Hyderabad without any reference to the Entrance examination on reciprocal basis.

9. Fee for B.Ed. Colleges. - The Fee payable per student per annum for each discipline in each Institution shall be as prescribed by the AFRC.

10. Penalty for irregular admissions. - In case, irregular admissions are made without following the admission rules, the following action shall be initiated against the Principal/Correspondent of B.Ed., College:-

(i) Penal action as per Section 9 of the Andhra Pradesh Educational Institutions {Regulation of Admissions and Prohibition of Capitation Fee) Act 1983 (Andhra Pradesh Act No. 5 of 1983).

(ii) National Council for Teacher Education and Universities shall be informed to take appropriate action under relevant rules of Universities/National Council for Teacher Education.

(iii) Minority Welfare Department shall take appropriate action in case of Minority Institutions as per G.O.Ms.No. 1 Minorities Welfare Department dated 16-1-2004.

11. Transitory Provision. - The Permanent Committee and Fee Fixation Committee constituted by the Government, Vide G.O.Ms.No. 90 & 91 Higher Education Department dated 22-12-2003 and existing at the commencement of these Rules shall continue to discharge all the functions assigned to the AFRC under these rules till the Government constitutes the AFRC
