Tamil Nadu Regulation of Jallikattu Rules, 2009

(a) "Act" means the Tamil Nadu Regulation of Jallikattu Act, 2009 (Tamil Nadu Act 27 of 2009);
(b) "event" means Jallikattu and includes "manjuvirattu" , "oormaadu" , "vadamaadu" , "erudhu vidum vizha" and all such events involving taming of bulls.
3. Examination of bulls. - (1) Every owner of bulls shall bring the bulls participating in the event, to the authorities of the Animal Husbandry Department authorized by the Collector for testing of the bulls at least 3 (three) hours before the commencement of the event. (2) The authorities of the Animal Husbandry Department shall, after examining the bulls, issue a certificate in the Form appended to these Rules, if they are satisfied that no performance enhancement drugs have been administered to the bulls in any form. (3) If the authorities of the Animal Husbandry Department have reason to believe that performance enhancement drugs have been administered to the bulls, they may refuse to issue the certificate. (4) The decision of the authorities of Animal Husbandry Department is final. 4. Responsibility of Organiser. - In addition to the responsibilities specified in Section 4 of the Act, every person who organise the event shall carry out the following responsibilities, namely: -(a) the bulls must be allowed into the arena one after another;
(b) a bull that has once participated in the event should not be permitted again in the same event.
5. Arrangement to be made by the Collector. - In addition to the arrangements specified in Section 5 of the Act, the Collector shall ensure that the selected venue should be on a level ground to avoid causing of injury to the participants, bulls and spectators.Form

Certificate
This is to certify that the bull owned by ............................residing at..........................brought to participate in the event.......................at.....................on........................has been examined by and found that no performance enhancement drugs are administered to the bull.
